This publication presents a road map for the restructuring of US-Cuban relations with the objective of regime change in Cuba. The authors argue that the US has to regain lost leverage with which to influence events on the island if it wants Cuba to adopt a free market economy and democracy. According to the authors, the US must therefore untangle sanctions that block bilateral relations to then engage the Cuban government in a dialogue that addresses common interests. In particular, the publication offers 20 policy recommendations in six areas: sanctions, leverage, international support, migration, transnational threats and property claims.
