This paper explores the concept of human security and the intertwined relationship between the state and human security. It reviews the genesis of the concept, introduces the two different visions of human security and argues for a coherent, narrow conception of it. The author identifies the political foundations of human security discourses, comments on a number of specific policy initiatives and shows how the concept is evolving toward the vision of "freedom from fear." The paper argues that the use of the concept of human security is having a tangible impact on states' security discussions and policy.
