This paper presents five studies on the results of regional decentralization in Albania. The chapters look at the effects of decentralization on governance, the implications of municipal re-organization and the role of civil society on a local level. Furthermore, the chapters detail the perceptions of transparency at the local level and the implementation of local government functions. The paper finds that Albania's process of decentralization that started in 2000 can be seen as an overall success.
