This publication consists of a testimony before the Committee on Transportation and Infrastructure of the US House of Representatives. The speaker examines the evolution of the US emergency management system. He mainly addresses the organizational structure of this system and offers recommendations for its further development, in particular regarding the response to catastrophic events.
