This report covers developments since the IAEA director-general's report of 30 August 2007 on the implementation in Iran of its NPT Safeguards Agreement and relevant Security Council resolutions. The paper looks at the implementation of the plan on outstanding issues, current enrichment related activities and reprocessing activities. Furthermore, it addresses heavy water reactor related projects and other implementation issues. The report finds that contrary to the decisions of the UN Security Council, Iran has not suspended its enrichment related activities, having continued the operation of PFEP and FEP.
