This paper discusses policy options for preventing child soldier recruitment at two main points in conflict situations: precursor situations and during conflicts. The author argues that child soldier recruitment becomes possible more as a result of antecedent security and social conditions that negatively affect children, families and communities than the actual recruitment efforts of these violent groups.
