This report outlines a possible roadmap for state and institution building in Afghanistan. The participants in the debate discuss such issues as the role of the international community in post-conflict reconstruction Afghanistan, coordination between the International Security Assistance Force (ISAF) and local military and police forces, what NATO can do to tackle the narcotics trade, and possible ways of making the Taliban irrelevant in Afghanistan.
