The paper analyzes the impact agricultural trade liberalization has on rural poverty by comparing the two economies of Brazil and China. The author argues that China seems to be more able than Brazil to mitigate the human costs of agricultural trade liberalization and make better use of potential benefits. She recommends compensating measures to protect the most marginalized rural groups, particularly in Brazil, and urges both states to play a central role by promoting social policies and stimulating competitive production by small farmers.
