This report moves beyond diagnosis of the climate change to recommendations for action. The author proposes a portfolio of realistic policy options to reduce the vulnerability of the US and other countries to this threat. He draws attention to the strategic dimensions of reducing greenhouse gas emissions, arguing that sharp reductions in the long run are essential to avoid unmanageable security problems. He contends that participation in reducing emissions can help integrate China and India into the global rules-based order. The paper also suggests bureaucratic reforms to help the US government formulate effective policies in this increasingly important realm.
