This paper argues that the strategies the US government is using to fight its war on terror are not working. The author states that it is time for revised ideas and public debate that engages citizens, the primary targets and the victims of terrorism. The paper states that the anti-terrorism activities of the US need an inclusive bottom-up approach to complement what has been largely a top-down, exclusive effort of the government.
