This paper describes how the 11 September 2001 terrorist attacks did not change the structure of international relations, but did usher in an era of differently perceived US vulnerability. The author explains how the largest threats to US security have become terrorism and nation-states with weapons of mass destruction and the possible union of those two forces. The paper hence examines the nexus between nuclear proliferation and terrorism and studies the Bush administration's approaches to the issue as well.
