This paper focuses on how selected democratic states have implemented democratic oversight of their intelligence services. It discusses the challenge of oversight, compares and contrasts executive and parliamentary oversight and looks at the potential of non-political oversight. The authors argue that the democratic overview of intelligence services has become even more essential against the background of the post-11 September 2001 developments.
