This paper provides a governance analysis of security sector responses to human trafficking, focusing on criminalization, the harmonization of laws, the prosecution of traffickers and the protection of trafficked persons. It examines the nature and scope of trafficking in human beings, presents a security governance analysis and proposes measures for improving security sector responses, commenting on legal measures, prosecution and protection. The authors stress the need for a holistic approach to anti-trafficking activities, including political and operational coordination and cooperation at national, regional and international levels.
