This paper traces the evolution of the approach of the Organization for Economic Cooperation and Development Development Assistance Committee (OECD DAC) to security sector reform (SSR), as reflected in the evolution of its policy guidelines and a shift toward assisting DAC member states in their SSR implementation. The paper focuses on the opportunities and constraints faced by the OECD DAC in promoting a holistic SSR agenda and looks at how the organization tries to achieve its objectives. It highlights the development of a holistic, governance-based approach to SSR and states that shaping behavior is the key challenge.
