This paper identifies 1) the sectors and actors affected by the EU´s dual-use and arms export controls; 2) the hurdles companies and institutes face when complying with such controls; and 3) examples of good practices and guidance on how to overcome compliance challenges. The text´s authors also provide recommendations on how the EU and others can help produce guidance on ´Internal Compliance Programs (ICP)´, which enable companies and organizations to ensure they are acting in accordance with controls and their own policies.
