This paper explains how traditionally US intelligence agencies have not adapted well or easily to revised threat situations. The author states that a great deal of evidence indicates that the CIA, FBI and other intelligence agencies failed to adapt to the rise of terrorism after the Cold War and even after the attacks of 11 September 2001. The paper examines how such deficiencies have historically developed and persisted within the US intelligence community and what can be done to resolve them for the future.
