This paper describes how landmark events of global significance have repeatedly raised issues of policy convergence or divergence across nation states, as well as continuity or stability across time, or a combination of both. The author details how this is particularly true for events such as the end of the Cold War, the terrorist attacks of 11 September 2001, the area of immigration and integration policies, the politics of citizenship and multiculturalism. This paper raises these issues with an eye on the aspect of cultural path dependency.
