This report recommends potential ways for the Joint Donor Office (JDO) to contribute to security sector reform (SSR) efforts in Southern Sudan. It assesses the security situation and maps the players involved in the security sector and their reform efforts. The authors suggest a number of recommendations on how the JDO could be involved in a best possible manner given its mandate, resources and restrictions. The report also describes a range of options for the JDO and partner countries to consider in terms of the level and purpose of engagement, mainly based on OECD/DAC guidelines.
