This paper examines the evolution of the UN doctrine of preventive intervention during the 1990s. The author details how that concept was later adapted and altered by the Bush administration following the terrorist attacks of 11 September 2001 and instead turned into a strategy of pre-emptive intervention. The paper outlines how in turn the Bush administration then used the doctrine of pre-emptive intervention to legitimize the war in Iraq and US operations in the country.
