This paper discusses the operational linkages between criminals and terrorists. The author argues that operational links are much stronger than ideological links, making it hard in many parts of the world to distinguish between these two types of networks. In particular, the paper looks at murky relationships in conflict regions or weak states including separatist regions of the Caucasus where serious smuggling of highly enriched uranium has been detected.
