This paper examines the scope, nature and causes of conventional arms acquisitions in the Asia Pacific region and identifies prospective developments about which Canada should be concerned. The paper is meant to be read in conjunction with a companion piece (Working Paper No 7) that explores means of curbing potentially troublesome developments and suggests the most feasible avenues for Canadian involvement.
