This paper is a follow-on to a companion piece (Working Paper No 6) that examines the scope, nature and causes of conventional arms acquisitions in the Asia Pacific region. The current paper explores means of curbing potentially troublesome developments, points to ways that might be more useful than others, and suggests the most feasible avenues for Canadian involvement.
