As the CSCE/OSCE process evolved from 1973-1994, it inevitably raised concerns in some quarters. This paper takes a look at the history of these concerns by bundling them into three categories -- 1) the influence of liberal ideas on foreign policy decision making, particularly when it comes to defining what constitutes and contributes to 'security'; 2) the influence of public opinion on human rights policies in 'sensitive' areas; and 3) the expanding role of transnational values and agreements within the OSCE's geographical domain.
