This paper highlights some of the most worrisome proliferation issues in Asia, discussing their implications for regional security and stability. The paper identifies proliferation issues in Southeast and Northeast Asia, examines the causes of weapons proliferation from the demand and the supply side and addresses the existing nonproliferation regimes in terms of their goals, mechanisms and limitations. Subsequently, the paper discusses how the Track II process can make a useful contribution to strengthening nonproliferation. The author calls for the development of fair, effective and verifiable mechanisms under strong political leadership.
