This paper examines the US Nuclear Posture Review (NPR) report, which introduces and outlines the concept of a "New Triad" consisting of offensive strike systems, defenses and a revitalized defense infrastructure. It also addresses the role of the counterproliferation doctrine and discusses the NPR's implications with regard to relations with Russia and China. The author argues that the NPR represents the culmination of an US counterproliferation doctrine that incorporates nuclear elements and will have potentially destabilizing consequences on international security.
