This paper presents a typological framework to analyze the various organizations that commit human rights abuses, discussing the sorts of leverage that might be exercised on different kinds of organizations. It examines the changing influence of the state, looks at actors beyond the state, such as non-state armed groups, and applies its framework to state and non-state coercion. Subsequently, it considers different types of non-state armed groups. The author argues that in order to curb human rights violations by states and non-state groups alike, one has to move beyond the simple state vs non-state dichotomy.
