This paper examines the attitude of Asia Pacific countries to regional institutions and considers how that relationship is influenced by the globalizing world economy. It looks at the weakness of the Asian Pacific states, explains the theoretical foundations of "weak" and "strong" states and investigates why sovereignty is of paramount importance. Subsequently, the author introduces ASEAN and APEC as regional forums and considers attempts at regional institution building in the aftermath of the Asian economic crisis.
