This paper discusses the 1994 Rwandan genocide. The author details how the international community was shocked at the time by the atrocities committed during the genocide, even though human rights activists and intelligence agencies had already known about some of the repression, political killings and mass murders committed by the Habyarimana regime long before. The paper explains how many scholars focus on the Hutu-Tutsi divide in their explanations of the Rwandan genocide, but it expresses doubt if that was the main motivation for the Habyarimana regime. The author takes another perspective on the genocide and tries to explain the behavior of the regime leaders by analyzing their specific interests.
