This paper addresses the long history of skilled labor migration from India to the West and other locations and identifies related challenges. It introduces India's position in the world labor market, explores patterns of labor migration to the Gulf and the West and presents the idea of hedging in a forward labor market. Subsequently, it looks at the Indian government's policy toward skilled labor emigration and at changing perceptions about skill formation and emigration from India.
