This roundtable report focuses on the EU's ability to respond quickly to global emergencies. It states that the EU’s reconstruction and crisis management capabilities are widely seen by public opinion as inadequate, and asks what the prospects are for developing the disaster relief force suggested by the Barnier report. Further topics include the use of civil-military relations to ensure effective interoperability, the need to streamline decision-making capabilities when contemplating sending forces in harm's way in order not to lose global credibility as a serious disaster relief provider, and the need for greater efforts in informing the public about the financial shortcomings of an optimal EU response to disaster relief.
