This paper examines the role of security cooperation in the emerging 21st century security environment and the challenges the US must overcome to be effective. According to the author, since 11 September 2001 improved strategic planning guidance and innovative program approaches to security cooperation have done much to build partner capacity and transform others' militaries to prosecute the global war on terror and deal with regional instability. In addition to the successes, he identifies key challenges for the Defense Department in improving both regional and international security cooperation.
