This report investigates the involvement of armed non-state actors (NSAs) in the landmine problem. It is the third volume of a multi-agency research project, of which it discusses the findings and lessons learned within the broader context of NSA engagement. The report also applies these findings to related issues such as child soldiers and small arms. It argues for a holistic view of NSAs, hence considering both their capacity for destruction as parties to a conflict, but also their potential to contribute to the solution of human security problems.
