This monograph argues for a renewal of the US grand strategy toward Latin America. The author recommends that such a strategy should strengthen the effectiveness of the democratic state in providing security, justice and governance. He emphasizes two main challenges: a culture of resentment and the states' deficiency in meeting the needs of the people.
