This publication analyses the status of Plan Colombia, a policy initiated by the Colombian government in 1999, within the context of Colombia’s political and social turmoil. The author argues that Plan Columbia has failed to achieve its goals. She makes a series of observations and recommendations about what it will take for Colombia to overcome its own internal crises of armed conflict and institutional corruption, to fulfill its regional security and counternarcotics obligations and to fight the global war against terror.
