This paper discusses the relationship between NATO and Russia after the 11 September 2001 attacks. The author focuses on Russia and seeks to uncover, as well as analyze, the reasons for the country's growing ambivalence toward NATO and the rising sense of estrangement between these two key actors in Eurasian security.
