This paper discusses the disorder in the post-Cold War world. The author states that old alliances, structured for containment, will not be adequate in a world where the challenges may be more appropriately addressed by police forces than by traditionally structured military forces. The analysis suggests that in the future regional security apparatuses (RSAs) will be needed to deal with problems which may arise from specific socio-cultural and economic conditions rather than from ideology or the pursuit of traditional national interests by the superpowers.
