This paper offers an overview of China’s foreign policy goals and achievements prior to 11 September 2001. The author examines Beijing’s response to the terrorist attacks on the US mainland, provides an assessment of China’s tactical gains and strategic losses following the attacks, and concludes with an evaluation of Beijing’s future policy options. The paper argues that if China was on a roll prior to 11 September 2001, in a complete reversal of roles post-11 September 2001, it is now the US that is on the move.
