This paper analyzes the complex issues surrounding the relationship between Colombia’s paramilitary organizations and the state. It points out that the paramilitary "self-defense" organizations pose a complex problem for Colombia in its search for a solution to over 40 years of internal war. The author outlines how the paramilitaries represent some important sectors of society and enjoy more popular support from the Colombian people than the insurgents. It further also details how the paramilitaries have developed into a powerful irregular military force that has proven itself capable of challenging the guerrillas. The author concludes that if the paramilitary issue is to be resolved, hard choices have to be made.
