This paper focuses on the theater missile defense (TMD) of the US Army. To maximize effectiveness, the author argues, TMD should include counterforce options and active and passive defenses. During the Gulf War, however, the integration of these three elements occurred on an ad hoc basis. The paper describes how the philosophy that influenced anti-submarine warfare (ASW) operations can be used to guide counterforce attacks against mobile missiles, thereby improving theater missile defenses.
