This paper provides a perspective on bi- and multi-national land formations and reaction forces within NATO. The author questions whether the existing command authority of NATO corps commanders is consistent with the intent of the strategic concept and if it is sufficiently all-encompassing to permit the alliance to undertake the full spectrum of updated roles and missions. While not challenging the use of existing terminology, the author proposes greater delegation of authority on operations to commensurate with the nature of a mission. The paper also urges the requirement for a more deliberate approach to standardized training through the use of such tools as mission essential task lists.
