This paper analyzes the Halt Phase Strategy/Doctrine advocated by the US Air Force. The author traces the origins of the Strategy to the aftermath of the 1997 Report of the Quadrennial Defense Review. The paper states that the real origins of Halt, however, are more closely identified with the intrinsic Air Force strategic bombing doctrine, and are also found in strategies associated with atomic and nuclear deterrence and battle conflict.
