This paper examines non-lethality within its larger strategic context. The authors explain how non-lethality is related to the revolution in military affairs, assess the arguments for and against the integration of non-lethality into US doctrine and procedures, and offer operational concepts which could serve as the basis for doctrine and tactics, techniques and procedures.
