This paper analyzes rules for international factor movements such as real capital flows together with firm relocation, technology flow and human migration. It develops specifications for rules to regulate their movement and examines the regimes in these fields. The author argues that these factor movements are interdependent among themselves and with trade and comments on a "pecking order" among them.
