This paper asks whether there are complementarities between training and hiring subsidies and which institutional and policy features of an economy influence the size of these complementarities. To tackle these issues, it presents a simple, dynamic model of hiring decisions, derived from microfundations and calibrates it for the German labor market. The authors argue that, according to their model, the complementarities between employment and training policies are weak or even absent.
