This paper explores the risks of "threat convergence" in the Black Sea region. It points to the dangers emerging from dynamics that tie weak and failing states, ungoverned spaces and terrorism to the possibility of WMD proliferation. The authors examine transnational identity groups, zones of competing governance, terrorism and impediments to regional cooperation, and look in particular at the state capacities of Georgia, Turkey and Romania.
