This paper addresses the debate on loans versus grants and asks under which conditions different forms of financial aid may foster economic development in the recipient countries. The authors discuss whether a shift from loans to grants is likely to deplete future aid resources. They also address the incentive effects of loans and grants. Finally, the paper raises the question whether the form in which aid is delivered may matter for economic growth in recipient countries.
