This paper examines the nature of strategic intelligence as well as its contributions and limitations for a doctrine of preemptive/preventive war. The author first places the capabilities and limitations of strategic intelligence in historical context. He then looks at how interactions between the realms of intelligence and policy complicate efforts to institutionalize preventive war as military doctrine. Lastly, he proposes several policy recommendations for intelligence reform.
