This publication examines the application of economic assessment tools in analyzing the impact of climate change. The authors argue that climate change can be analyzed analogously to change in economic conditions. Analyzing the behavior of people as a consequence of climate change leads to scenarios that can help policymakers in designing policies where autonomous adaptation does not reflect a social optimum.
