This paper looks at the relationship between citizens' voices and state accountability and how it works in practice. The authors argue that improved citizen-state relations are central to a realistic agenda on good governance. In their view, voice does not automatically lead to accountability and donor's interventions are not sufficiently tailored to the local political and socio-economic context.
