This paper explores the aims of the EU's biofuel policy and assesses the local and global impact of biofuel production. It introduces the policy by focusing on objectives, practice, trade policy and tariffs and asks whether this policy does actually reduce climate change. The authors argue that, according to the renewable energy initiatives promised for 2008, the EU should be ready to examine freer market access rather than further subsidies to domestic production as an option to develop the biofuel market.
